Laura's Letter

Thanks to Laura Dean for this e-mail about an article in the Review this week. If anyone has any insight or answers to her questions, please leave a comment.
Council Accepts Proposal for Water Treatment Plant (Summerland Review, March 3, 2005) has a few interesting items. The golf course resort is apparently expected to add 1200 to 1500 houses to the community. I have a hand out from the Open House that suggests that the annexed land for a new golf course, is proposing 700 to 1000. This is a substantial difference and I would like to know which one is correct?

Also at the end of the article, Peter Gigliotti, an engineer with Urban Systems, is quoted as asking "The larger question is can we get enough water to the plant in a drought condtion." Is the Thirsk Dam expansion really going to be the answer to our water problems as council is claiming it will be? I would like to know on what information Mr. Gigliotti is basing this question on and why this information has not been made public to the citizens.

I apologize if I have missed some data or comments from past news releases etc. that would have explained Mr. Gigliotti's concerns. Perhaps this is not as troubling as it seems, but to me when an engineer of an experienced firm, such as Urban Systems, goes on record with such a statement then I start to feel a little uneasy about some of the decisions Council is making to keep our water flowing."

  • Laura, Draft 2 of the O.C.P. says 700 - 1,000. Recent newspaper articles say 1,200 to 1,500.

  • We've been having trouble with Blogger's comment system, along with several million Blogger sites this week. Tony sent me a more in-depth respose to Laura's question:

    "I took the number of 700 - 1,000 directly from Draft 2 of the OCP.
    I am not certain where the 1,200 - 1,500 number which was quoted in the Review came from, but I assume that the developers provided this number. I heard it quoted at the Open House.

    When calculating the total number of houses planned for Summerland I used the middle figure of 850 for the golf course development to reach a total of 7,300. Amie Harbor used the low 700 figure, I believe, when she came to a 7,100 + total.

    In other words Draft 2 probably understates the number of golf course homes by 500.

    One other point on numbers of homes bears repeating. Draft 2 does not provide a number for the increase due to redevelopment of existing areas to a higher density, and so there was no allowance for this in my 7,300 total.

    In actual fact redevelopment of single family lots into multi family developments will likely add several hundred more homes to the total. For example, Angus Place, Armstrong Manor and Allen Place have together replaced 7 or 8 single family homes on one street with 116 units.

    If everything in Draft 2 is developed we are most likely looking at 7,300 + extra 500 golf course homes + extra 700? "redevelopment homes" for a total of around 8,500."
